Avoiding confrontation with the heirs of Scargill

The unions are bent on confrontation. The elephantine Bob Crow, finding unlikely inspiration from Malcolm X , has called for a ‘campaign of civil disobedience’. Brendan Barber has described his hot-headed colleague’s remarks as ‘unhelpful’, and so they are. The situation is complex: the public sector is a Leviathan but one that provides lucrative contracts for private firms specialising in defence, financial services, consultancy, health etc. Cuts have to be very carefully managed to avert discontent and disruption – as Francis Maude observed on the Today programme. The government should return the unions’ fire

The TUC is mustering in Manchester and its leaders are in bellicose mood. Brendan Barber has called for a general strike; Bob Crow, brimming with the satisfaction of having wrecked London’s transport earlier in the week, has called for his members to ‘stand and fight’ the government’s cuts. These statements have a ‘Me and my executive’ air to them, so ludicrous as to be beyond parody. But the message is rousing and clear. The Royal Mail – a tough sell

Some day soon – unless the coalition has already lost its bottle – a bill will be introduced to ‘part-privatise’ Royal Mail. It has to be done. But it will be a tough sell, for four reasons. First, the market for the Royal Mail’s product is shrinking. It’s a big fish, but its pool is getting smaller. It carries 75 million letters a day, but that’s down by 10 million just in the last five years. And 87 percent is mail sent by businesses. Apart from Christmas cards, the rest of us now correspond by email. Last year’s pre-tax loss was £262m: the reality is that the business is insolvent.

David Miliband looks odds-on

Crack out the nibbles, David: looks like you’re going to win the Labour leadership. An extensive You Gov poll of Labour members and trade unionists puts David Miliband 8 points clear of his brother in the final run-off. This is the first statistical analysis that supports the general feeling in Westminster that Ed Miliband’s charge has calmed. The front cover of the Times (£) provides a dreary snapshot of what the coalition can expect once the cuts start to bite. Unison have responded to job losses in the NHS by arguing that the government is “conning” the public over the impact on frontline services. And they’re threatening to all get all litigious about it. As one of the union’s spokeswomen tells the paper, “If we are not happy with the [government’s reply], we are reserving the right to issue urgent judicial review proceedings.” You wonder whether they’d have done the same against Labour’s proposed 20 percent cuts. The lawyers are salivating

Francis Maude and Mark Serwotka (the Public Commercial Service Union’s General Secretary) are in the opening steps of a soon to be furious jive. Maude hopes to slash ‘untenable’ civil service redundancy packages and will legislate to introduce caps at one year’s pay for compulsory redundancies and 15 months salary for voluntary redundancies. Maude’s logic is unanswerable: the public sector must contribute to redressing the deficit. The public sector doesn’t agree and has the common law behind it. Union backing is an indication of how far David Miliband has shifted to the left

Paul Waugh has news that David Miliband has received the backing of USDAW, the shop workers’ union. Block union voting is a thing of the past, but this endorsement is a surprise nonetheless. It’s lazy to categorize Miliband as a ‘Blairite’, but he is certainly on the right of the party – vigorously pro-European, pro-business and an avowed social democrat. USDAW’s general secretary John Hannett is said to be impressed by Miliband’s defence of Labour’s record in office.
